Programs & Services
This informational material section provides useful information regarding specific programs regarding construction permitting, inspections, etc. for the building department. This is helpful for residents, business owners, design professionals and contractors.
Boiler & Pressure Vessel Program
- See also Miami-Dade County Code Section 8-11(c) and Florida Statute 554. Requires annual recertification and labeling for safety.
- Boilers/pressure vessels are required to be registered and inspected once or twice a year as per Florida Statute 554, and as per Miami-Dade County Code, Chapter # 8-11. Note: High pressure steam boilers require an inspection every six (6) months.

Building Milestone Program

- Important deadlines apply to buildings that have reached the age of maturity and are required to be recertified.

Counter Meetings
- We offer quick counter meetings with our plan reviewers and inspectors in our Solution Center from 7:00am-9:00am.

Design Professional Meetings
- Meetings are always FREE.
- We reserve Fridays with an open calendar to schedule these meetings, but we can also accommodate your team’s needs.
- We off in-person or virtual meetings using Microsoft Teams.
- Meetings are available 8am-4pm.
- Use Doral311 to submit your meeting request.
- Select: “Don’t see what you are looking for? Create a New Request” and then “Building Department Meetings (Building Department).
Early Start Permitting
- Early Start Permitting will allow applicants to begin limited work while the application for permit is being reviewed.
- DERM and Zoning approvals must be complete.
- Floodplain review must be substantially complete, with no major issues.
- Submit request, notice of commencement, and pay fee.
- ALL contractors and trade subs shall be on board and view “Early Start Permitting Video”.
- Work is permitted up to first inspection. This includes mobilization, limited demo, and rough installation work.
- No work shall be concealed. Work without permit fines may be assessed on projects with concealed work at time of permit.

Expedite or Optional Plan Review Program(s)
- Expedite program is not currently being offered.
- The Building Department is required to meet certain deadlines for plan review.
- Most projects are reviewed in 10 days or less. Current volume can be found here.
- Be mindful of required outside agency reviews, too, as these can add delays to already tight schedules. This may include Miami-Dade County Fire, Water, Sewer, DERM, Department of Health, etc. Visit Miami Dade County for more information.
- The Building Department reviews the following disciplines: Building, Structural, Accessibility, Electrical, Mechanical, Plumbing, Flood and Roofing.

Online Permitting
- All permitting is now done completely online via our Citizen Self-Service (CSS) portal.
- Portal is available 24/7, 365 days a year. So, you can apply for permits at a time convenient for you.
- You can check the status of your plan reviews, print important documents, pay invoices, and schedule inspections right from the comfort of your home or favorite coffee shop.
Overtime or After-Hours Inspection Requests
- Inspections are subject to inspector availability but possible 24/7/365.
- Complete the After Hours Inspection Request form and email to OvertimeInspection@cityofdoral.comno later than 2:00pm for same day requests.
- The fee is $225.00 per trade for the first hour and $75.00 per each additional hour.
Payments & Invoices
- Anyone can submit payments using credit card (Visa/MC) online here.
- Enter the full invoice number including the “INV”-prefix.
- User is not required to register in CSS portal to make payments.
