Public Arts Program

SUMMARY

The City of Doral is planning to release a Call to Artists requesting qualifications from artists and/or artist teams for acquisition of works of art to be installed on private or public property within the City of Doral. The goal of the call to artist is to foster community pride and convey the sense of the Doral community.

INTRODUCTION

The City of Doral Planning and Zoning Department, through its Public Arts Program has prepared the Call to Artists requesting qualifications from professional artists and/or artist teams for acquisition of works of art to be installed and displayed on private or city property.

The selected artist(s) will design site specific artwork that will provide City of Doral residents and visitors with a visual experience while adding to the sense of place of the neighborhood.

ELIGIBILITY

This opportunity is open to all artists or artist teams over the age of 18. Previous experience in public art is desired but not required. Employees of the City of Doral, their spouses, and members of the Arts Advisory Board will not be considered.

BUDGET

Costs for this project will not exceed $300,000. This includes design, fabrication, materials, shipping, consultant fees, artist fees, travel, insurance, and any other costs associated with the design production, delivery, and installation of the artwork.

HOW TO APPLY

Submit the following materials by February 8, 2022, 5:00 PM (EST)

• 10 Images of completed work or concept with the following information: title of work, date, dimensions, and sale price.
• CV/Resume
• Brief statement
• List of references of at least three people who are familiar with you as a professional artist and/or who have worked with you on a similar project. Please include contact information.
• Summary of how the works of art meet following objectives:
  1. The art should reflect the neighborhood and the community identity. The City’s tagline is a “the premier City to live, work, learn and play” and popular moniker is “Doral Shines.” Other concepts describing the community: Family, Unity, Peace, and Multicultural; and
  2. Art that complements, enhances the architecture of the building and is in context with the surrounding built and natural environment; and
  3. Transform the neighborhood with a visually appealing artwork that inspires and culturally enriches residents and visitors; and
  4. Improve walkability, street and pedestrian safety, and increase foot traffic in the designated area; and
  5. Enhance social connectivity and economic vitality through creative placemaking and art activation; and
  6. Durable, safe, and low maintenance.

PROJECT OBJECTIVE

This Call to Artists is intended to engage new or established artists. The city is open to a wide range of proposals. Generally, potential opportunities and considerations associated with the project must include:

• The art should reflect the neighborhood and the community identity. The City’s tagline is a “premier City to live, work, learn and play” and popular moniker is “Doral Shines.” Other concepts describing the community: Family, Unity, Peace, and Multicultural; and
• Art that complements, enhances the architecture of the building and is in context with the surrounding built and natural environment; and
• Transform the neighborhood with a visually appealing artwork that inspires and culturally enriches residents and visitors; and
• Improve walkability, street and pedestrian safety, and increase foot traffic in the designated area; and
• Enhance social connectivity and economic vitality through creative placemaking and art activation; and

Artists may propose artwork for one of the targeted spaces or present a cohesive proposal that is carried throughout multiple locations. Nighttime lighting should be considered. All proposed artworks shall be original and site specific.

Artists and/or organizations may donate artwork to the City at no cost. Donated artworks shall be approved by the Board and City Council in accordance with Section 75-105 and 75-106 of the City’s Code.

GUIDELINES FOR PROPOSALS

The City’s Public Art Program Advisory Board will evaluate the proposals and make recommendations to the Mayor and City Council for final approval. Pursuant to Section 75-105(b) of the City’s Code, the following evaluation criteria will be used by the Board:

(1)Permanent and temporary works of art shall be located in areas where residents and visitors live and congregate and shall be publicly accessible and visible (maximum visual accessibility to pedestrian or vehicular traffic).

(2)Areas used by tourists, including parks and thoroughfares, at public or governmental facilities.

(3)The board should consider the inherently intrusive nature of public art on the lives of those frequenting public places. Artworks reflecting enduring artistic concepts, not transitory ones, should be sought.

(4)The board's selections must reflect the cultural and ethnic diversity of the city and South Florida without deviation from a standard of excellence.

(5)Final selection shall also take into account appropriateness to the site, permanence of the work in light of environmental conditions at the site, maintenance requirements, quality of the work, likelihood that the artist can successfully complete the work within the available funding, diversity of works already acquired by the city, diversity of the artists whose work has been acquired by the city.

(6)Quality of the artwork.

(8)Whether the artwork too closely resembles a business logo or sign and should, therefore, be rejected.

(9)Any other criteria set forth in the public art program guidelines, as amended from time to time.

(10)Ability of the artist to complete the project within a specified schedule and budget.

(11)Exhibition and sales history of the artist, as well as works of art in public collections and previous public art purchases or commissions.

(12)Any other criteria set forth in the public art program guidelines, as amended from time to time.

REQUIREMENTS

• An appraisal or other evidence of the value of the proposed artwork including acquisition and installation costs (to establish the value of art submitted to comply with this program's requirements, the city shall employ an independent art appraiser to provide a written appraisal of the art piece).
• Building permits for installation.
• Maintenance Agreement.
• Any engineering documents deemed appropriate by the Building Department.

TIMELINE

Applications are due to the Planning and Zoning Department:

Application review and Notification of artist:
February, 2021 – April 2022

Artist presentations (in person) will be scheduled in April/May, 2022

Notification of Finalist(s) June, 2022

Installation of works of art: Fall, 2022

Note: The City reserves the right to review each Artist submission and ask for clarification of any specific items within the entries. The Artists must promptly respond in writing within 3 working days of receipt of requests. Failure to promptly respond may be considered in the evaluation and selection of an Artist. Artists should clearly understand that any verbal representations to an Artist by any City personnel are not binding on the City.
