On Friday, July 31st, the Mayor and City Council held a Virtual Special Council to discuss CARES Act Funding appropriated to Miami-Dade County from the State of Florida in an amount of approximately $474 billion dollars for coronavirus relief. At this meeting, the Mayor and City Council unanimously expressed their opposition to Miami-Dade County’s July 27th report that reduces the total amount set aside for cities and fails to consider population as a determining factor for entitlements and the proposed criteria for reimbursement. They agree that all units of government have an obligation to act in good faith and in a fair and transparent manner, especially during times of emergency and that Doral should receive it’s fair share of those funds to be able to aid our community during this difficult time. Municipalities, including Doral, has been in negotiations with the County through the Miami-Dade County League of Cities, the Miami-Dade County City and County Managers Association, and other personal meetings where all mayors were present. During negotiations, County staff repeatedly represented a total set aside amount for cities in the range of $111 million to $135 million in CARES Act funds to reimburse eligible expenditures by municipalities within the County. At the July 8, 2020 Board of County Commissioners Meeting, County Mayor Carlos Gimenez presented a report entitled “Coronavirus Relief Fund (CRF) Financial Update and Strategies” that stated approximately $135 million would be earmarked for municipalities within Miami-Dade County. The report from Mayor Gimenez to Board of County Commissioners on July 27th had substantially reduced that amount set aside for cities to $30 million dollars, without providing notice regarding the radical change in the Mayor’s recommendation, despite repeated attempts to receive information regarding the substance of the Mayor’s July 27th report prior to the Board of County Commissioners Meeting.
